Human Resources Specialist (Compensation)

The purpose of this position is to provide HR Services including leadership consulting and advisory functions in compensation. The work will include an emphasis on providing leaders and employees with quality customer service, program accountability, and problem resolution. At the full performance level, the duties of this position include but are not limited to:
Managing the establishment, verification, and continuance of all special salary rates and schedules Network-wide Conducting valid wage evaluations, ensuring the integrity of comparable data from reliable sources are utilized as evidentiary support of establishment/update/continuance of compensation considerations Managing Network-wide participation of programs such as the Student Loan Repayment Program (SLRP), Education Debt Reduction Program (EDRP), Retention, Relocation, and Recruitment (3Rs) incentives, and any associated Network-wide advisory boards (i.e. Retention Incentive Review Board). Establishing, reviewing, and revising Network-wide locality pay schedules, Title 5 and Title 38 special rates schedules. Conducting comprehensive studies, surveys and research, develops completed policy proposals including comparative costs Developing, analyzing and issuing standard operating procedures and/or processes for use in recruitment, relocation, and retention incentive programs; and other strategic compensation programs (e.g. Dual Compensation, etc.) Serves as an expert consultant and advisor in interpreting and applying laws, regulations, policies, and practices to provide advice and guidance to officials, supervisors, and employees on the full range of pay administration policies, principles and practices Coordinating and leading the design, improvement, implementation, and quality measurement of the Network HR Compensation program Developing, analyzing, and issuing guidance to create operating procedures or processes for a Network compensation-related program Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-09 level. For a GS-12 position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You must have one year of specialized work experience equivalent to at least the GS-09 in the Federal service that included consulting and advising leadership on the utilization of compensation flexibilities to facilitate recruitment and retention for hard to fill, critical positions; utilizing various reports from multiple HR sources (i.e. HR Smart, Pyramid, VSSC, etc.); applying accepted criteria, principles, and standard methods to resolve a variety of complex compensation challenges pertaining to pay setting, locality pay, special rates, back pay, pay limitations, premium pay, grade and pay retention, severance pay, and cost-of living allowances (COLA); establishing, reviewing, and revising locality pay schedules, Title 5 and Title 38 special rates schedules; providing guidance and review of compensation programs to include, but not limited to, application of the Fair Labor Standards Act; physician, dentist and podiatrist compensation reviews to include biennial reviews, market pay reviews, and pay for performance; reviewing Locality Pay System, special salary rates, annual compensation reviews, Recruitment, Relocation, and Retention Incentives (3Rs); pay administration; and other pay related flexibilities; OR possess a Ph.D. or equivalent doctoral degree in a field related to the position being filled; OR possess three (3) full years of progressively higher level graduate education related to the position being filled leading to a doctoral degree or LL.M.; OR possess a combination of education and experience as described above that when added together meets 100% of the qualifications requirement. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
