Training Specialist

This position is located in a regional Consolidated Patient Account Center (CPAC) and reports to the Director of CPAC Workforce Development, in the organization of the Office of Community Care (OCC) with the incumbent serving as the Training Instructor. Each regional CPAC is a consolidated business entity established to enhance revenue operations throughout the VISN networks and across the Veterans Health Administration (VHA) system through the standardization and consolidation of functions and processes, as well as the utilization of the VHA and industry best practices. Duties include but are not limited to:
Formulates training outlines and materials, writes lesson plans and determines instructional methods, utilizing knowledge of specified training needs and effectiveness of such methods as individual training, group instruction, lectures, demonstrations, conferences, meetings, and workshops. Delivers group and individual instruction and training covering a range of technical, operational, and/or management areas in a specified field. Ascertains specific needs for training, determines the objective and scope of annual training topics; develops, revises, and/or adapts curriculum to suit staff changing needs and to capitalize on special interests. Conducts new employee orientation programs, as needed. Selects or develops training aids, including training handbooks, demonstration models, multimedia visual aids, computer tutorials, and reference works. Coordinates appropriate time to conduct staff/provider/volunteer training. In conjunction and coordination with supervisors, develops training plans for employees who require remedial and/or Personal Improvement Plan training. Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements:
You must possess one of the following items. (Failure to demonstrate that you possess one of the following will result in your application being rated ineligible). Education Undergraduate and Graduate Education:
Major study -- education or a subject area related to the position to be filled (Training Specialist). OR Specialized Experience (for positions above GS-5):
Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. And You must qualify based on your experience and/or education as described below:
GS- 11 Specialized
Experience:
You must possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Training Specialist, GS- 11 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the grade 09 level in Federal service to qualify at the grade 11. Examples of specialized experience include:
Develops training programs for staff in a wide range of occupations and grade levels to ensure adequate skills and performance competencies. Gathers and analyzes student feedback, instructor assessments, and recommendations in order to identify modifications to course content and/or delivery. Modifies course materials and plans for specific audiences, determines the need for additional subject-matter information and meets with representatives of outside organizations in order to obtain it. Ensures that curriculum courses follow a logical flow conducive to the development of progressively higher skill levels and competencies. Handles conflict and problems in dealing with the customer constructively and appropriately. Note:
Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level. OR GS- 11:
Substitution of Education for Experience (TRANSCRIPTS REQUIRED):
You must possess a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR GS- 11:
Combination of Education and Experience (TRANSCRIPTS REQUIRED):
You must possess combinations of successfully completed graduate education and specialized experience directly related to the work of the Training Specialist position, which may be used to meet the experience requirements for GS-11 position. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements:
The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
