Supervisory Financial Management Specialist

The position is located within a Consolidated Patient Account Centers (CPAC), organizationally aligned under the Chief Operating Officer, with the position serving as the Regional Revenue Manager (RRM) for Veterans Integrated Service Network(s) and multiple VA Medical Centers (VAMCs) within the CPACs.The position has a key role in the expansion and coordination of changes, implementation and training of process improvements, and evaluating and monitoring of performance measures for various revenue cycle activities at VISN(s) and multiple VAMCs. Accurate, consistent and appropriate business processes impact the success of the CPAC program. Duties Include:
Oversees facility-based business functions impacting revenue generation at the VAMCs, including the development, enhancement and analysis of operational procedures for CPAC in support of VAMCs, and VISNs. Gathers and collects the necessary information, establishes the facts, and takes or recommends actions. Based upon the application or interpretation of established guidelines, Uses independent judgment to best assist Veterans and their family members and comes to a resolution regarding their patient billing, eligibility, insurance and care provided at the VAMC or Community Care (CC) programs Develops Integration and standardization of business functions that include revenue data validation, customer service, revenue utilization review, monitoring of intake functions. Provide oversight to effectively manage patient accounts, identify potential billing cases, manage FRM/FRT activities. Customer service functions such as:
copayment changes, changes in eligibility and billing inquiries, congressional complaints and responses. Routinely communicates, briefs and resolves complex issues with the VISN(s), VAMCs and CPAC; and using multiple systems of record, conducts revenue data validation functions such as:
filtering process to determine billable encounters; Mental Health, Legal cases (TORT/LAWS), workers compensation, no fault, repetitive services, prosthetics, non-VA care, Choice, ambulance, dialysis, Camp Lejeune, etc. Exercises delegated personnel management authority for staff assigned under his/her purview Other duties as assigned. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized Experience GS-11:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Customer service skills relating to patient revenue functions such as:
copayment changes, changes in eligibility and billing inquiries, and responses. Implementing process improvements associated within a revenue cycle to ensure maximization of collections, in compliance with revenue activities. Assigning work to subordinates, based upon program priorities, subordinates' capabilities, and assignment requirements. Conducting periodic evaluations of the work performance of subordinates. Comprehensive knowledge of Health Administration Service (HAS) and Health Information Management Service (HIMS) activities/functions, with complete understanding of how these activities integrate services to maintain a highly efficient and effective revenue collections program. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have (TRANSCRIPTS REQUIRED):
Youmust possess a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. . OR, Combination of Education and Experience (TRANSCRIPTS REQUIRED):
You must possess combinations of successfully completed graduate education and specialized experience directly related to the work of the Supervisory Financial Management Specialist position, which may be used to meet the experience requirements for GS-11 position. Note:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster.
