Management and Program Analyst, ZA-0343-3 (DE/CR)

As a Management and Program Analyst, you will perform the following duties:
Serve on audit teams and lead projects that assess the effectiveness of internal performance controls to improve efficiencies that benefit business operations. Assist in the evaluation of business practices and develop process improvement strategies to meet internal customer needs. Carry out statistical and comparative analysis of program/division providing recommendations to correct adverse trends. Develop After Action Reporting, certifications, and compliance. Audit internal controls related to agency risk assessments. Carry out risk analysis, internal review scheduling and reporting, root-cause analysis and corrective action tracking. Perform analysis to improve the organization's execution from an improved risk posture, and any assessments to ensure the integrity of process and operational systems. Work with customers to evaluate administrative and programmatic issues, evaluate concerns and develop plans to create improvements. Prepare and/or conduct briefings for management to explain analyses, recommendations and options for implementing action to address findings and improve organizational effectiveness. Recommend changes, corrective action plans and milestones. Experience:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.To qualify at the ZA-3 or GS-11 level:

Experience:
Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-9 in the Federal service. Specialized experience MUST include all of the following:
Participating in performing internal audits/evaluation of business operations and associated work processes and practices, and preparing audit reports detailing findings; Identifying internal control gaps and/or deficiencies in business processes; and Assisting in conducting risk analysis to identify opportunities to improve operational performance and/or efficiencies. -OR- SUBSTITUTION OF EDUCATION:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. -OR- COMBINATION OF EDUCATION AND
Experience:
A combination of education and experience as described above. Note:
Only graduate education in excess of two years is qualifying for the combination.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
