Human Resources Specialist (SSU-Rec/Plac)

Major Duties include:
Analyzes candidates for eligibility in order to determine qualifications, issue merit promotion certificates, and make job offers. Researches laws, regulations, and data in order to recommend solutions to problems. The selectee participates in human resources planning groups to recommend changes and improvements in hiring timelines. Performs internal placement duties, including carrying out special placement activities and providing interpretation and assistance on the agency's merit promotion program. Assists applicants with questions concerning employment. Coordinates and/ or executes plans to initiate and maintain a highly visible recruitment program to stimulate interest and attract qualified applicants for a variety of hard-to-fill occupations. Performs basic internal/ external placement and recruitment duties for an organization(s) whose jobs and career pattern are substantially standardized and which has well defined work processes. Develops and publishes vacancy announcements using the latest technology and track recruitment utilizing automated staffing systems. Utilizes information systems such as eOPF, WebHR, USA Staffing, HR Smart as well as SharePoint databases. Advises management, employees, and/ or applicants on various types of appointments and their appropriate application in both the competitive and excepted service and the procedural and regulatory requirements governing merit promotion processes. Makes pay determinations utilizing appropriate rules and regulations which include but not limited to grade and pay retention, highest previous rate, promotions, change to lower grade, and position change. No special physical exertion is required. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education described below:
GS-07 Specialized Experience/Education:
Applicants must have least one year of specialized experience equivalent to at least the GS-5 level in the Federal Service. Specialized experience may include the following:
Performing complete assignments individually or as a team involving a wide variety of duties, employing a broad range of fact-finding and analytical techniques, and requiring decisions in interpreting varied and complex factual situations in the context of the requirements of applicable HR laws, regulations, or policies; Providing technical advice and on-site assistance to personnel and applicants in the resolution of difficult staffing problems for all levels and complexities of organizations; Knowledge of recruitment and placement principles and concepts; Compiling statistical reports and other pertinent reports to provide direction for recruitment actions and activities.; Assisting HR Specialists in the recruitment and placement process; Using USA Staffing and HR Smart to create announcements and code actions. OR Have one (1) full year of graduate level education OR Superior Academic Achievement. Transcripts required. OR Have a combination of specialized experience and education described above to meet total qualification requirements for the GS-07 grade level. Transcripts requried. GS-09 Specialized Experience/Education:
Applicants must have least one year of specialized experience equivalent to at least the GS-7 level in the Federal Service. Specialized experience may include the following:

OR Have a master's or equivalent graduate degree OR two full years of progressively higher level graduate education leading to such a degree OR LL.B or J.D., if related. Transcripts Required. Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience may include the following:
Performing complete assignments individually or as a team involving a wide variety of duties; Employing a broad range of fact-finding and analytical techniques, and requiring decisions in interpreting varied and complex factual situations in the context of the requirements of applicable laws, regulations, or policies; Developing, delivering, managing, and maintaining HR information systems when the paramount knowledge requirement is human resources management; Providing technical advice and on-site assistance to personnel and applicants in the resolution of difficult staffing problems for all levels and complexities of organizations; Knowledge of recruitment and placement principles and concepts as well as experience in the use of USA Staffing and HR Smart, experience in recruiting Title 5, Hybrid Title 38 and Title 38 positions; Broad personnel management knowledge to identify, analyze, and resolve problems which require the interpretation and adaptation of guides; Compiling statistical reports and other pertinent reports to provide direction for recruitment actions and activities, etc. OR Have a Ph.D. or equivalent doctoral degree level OR three full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Experience:
Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience may include the following:
Utilizing various Federal laws, Regulations and Executive Orders in order to recruit, determine pay setting, and to resolve complex staffing issues which includes Physicians, Nurses, and other clinical positions; Performing internal/external placement duties, including carrying out special placement activities and providing interpretation and assistance on the agency Merit Promotion program, that typically generates difficult problems due to its complex structure or instability caused by rapid changes to its mission or technological changes; Recruiting for T-5, Wage Grade, Hybrid Title 38, and full T-38 disciplines. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
