The primary role of this position is to review, process and field verify 401 water quality certifications (WQC).
Stream and wetland determinations are also a critical task assigned to the position.
The position is also responsible for implementing the compliance aspect of 401 WQCs but also including compliance-related to sediment and other impacts to surface waters.
Other duties, on an as needed basis, include but not limited to, reviewing NPDES permit applications, conducting compliance inspections at NPDES facilities, inspecting sewer collection systems for compliance with permit conditions, responding to and investigating environmental emergencies such as Sanitary Sewer Overflows, fish kills, chemical and oil spills.
Key
Responsibilities:
Perform compliance inspections and sampling, as applicable, at site holding or being issued a 401 water quality certification (primary priority) or NPDES permit (secondary priority as assigned only).
Review 401 water quality certification applications to ensure measures are appropriate to protect applicable standards.
Coordinate response with USACE, WRC, lake authority, etc.
as necessary depending on project types.
Consult with applicants, engineering consultants, local government, other state, federal agencies.
Perform stream determinations per DWR guidance.
Assist with wetland delineation coordination with USACE as needed.
Ensure all DWR enforcement tools and policies are utilized to achieve compliance within a satisfactorily timeframe.
Respond to environmental complaints and assigned environmental emergencies through investigation, surface water sampling, notification to health agencies, identification of responsible party, etc.

The Division of Water Resources:
The Division of Water Resources is responsible for protecting North Carolina's drinking, surface and groundwater for all waterbodies including lakes, streams, rivers, wetlands and aquifers.
This environmental stewardship is accomplished through actions including permitting issuance, investigations, regulatory compliance and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach and other efforts.
The Division comprises six Sections:
Water Quality Regional Operations; Water Sciences; Public Water Supply; Water Quality Permitting; Groundwater Resources, and Water Planning.

Graduating Senior students with applicable degrees listed above with an anticipated graduation date will be considered.
