PRIMARY ACCOUNTABILITY:
The Chief Medical/Population Health Officer (CMPHO) is a senior leadership role within MAHEC and reports to the Chief Executive Officer.

The role is multifaceted and includes responsibilities and duties in clinical, leadership and educational domains.
The CMPHO is responsible for providing clinical leadership, fostering quality patient care at the individual and population-based levels, developing new care models, ensuring health equity, standardizing clinical protocols, developing new clinical strategic goals and program expansion, and contributing to the recruitment and retention of the provider staff.
The CMPHO will lead and drive population health efforts and programs, clinical and continuum integration, physician performance improvement and education, and the organization's strategic direction toward clinical and regional integration and superior value-based performance.
The CMPHO will collaborate with senior leaders utilizing a balanced and collaborative approach across all health services.
In concert with senior executives, the CMPHO will provide leadership and oversight around key strategic initiatives; deliver effective and efficient patient care in compliance with established clinical protocols; and act as a role model for all clinicians.
KEY
Responsibilities:
CHIEF MEDICAL OFFICERAssures consistency of organizational mission with demonstrated needs of the medically served population.
Leads efforts to close healthy disparity gaps, participate in organizational efforts to create equity in health outcomesServes as the Chief Medical Officer for the Federally Qualified Health Center's responsibilities for compliance with applicable regulations and requirements Provides leadership for planning and execution of quality improvement plan (FQHC requirement)Serves as the Chief Medical Officer for applicable regulations and requirements for accreditation through AAAHCCollaborates with clinical Chairs and the Chief Operating Officer (COO) to ensure viability of the organization through the oversight of quality services and provider productivityEstablishes and assures the highest level of provider professional standards including oversight of MAHEC's clinical protocolsProvides oversight for provider credentialing, privileging and peer review including serving as the Chair of the Medical Review Committee (MRC)Oversees Medical Directors in collaboration with Chairs, COO and clinical operation teamsCollaborates with clinical leadership and COO to optimize EHR utilization and clinical workflows to achieve excellence in provider, staff and patient experience, care delivery and satisfaction/wellbeingReviews organization quality and cost performance data and make recommendations related to clinical interventions and network strategyGives input on operations, finance, TM and IT and identifies opportunities for improved partnerships with clinical teamsSupports the design and implementation of effective EHR workflows and population health analyticsDrives physician engagement and recruitmentSupports physician and clinical leadership developmentCommunicates and optimize opportunities to support the coordination of care between departmentsSupports education of providers and residents on documentation, coding and billing and work with audit team to develop organizational priorities for training and developmentSupports the graduate medical education teaching program for residents, and fellows Serves as a MAHEC liaison to community boards, partners, public health agencies, community groups, and community members POPULATION HEALTH OFFICEREstablishes, monitors, and accomplishes MAHEC's population health improvement goals Champions community-integrated health care by articulating its goals and value to MAHEC's leadership, staff, and the community Informs the organization's strategic planning from a population health and community investment perspective Coordinates with leaders and staff from various departments to further population health goals within the organization Builds, preserves, and prioritizes collaborative relationships between MAHEC and external organizations, including, but not limited to, public health, social services, local government agencies, and community-based organizations Uses community needs assessment models, social needs screening tools, and risk modeling to monitor the health of the community and identify vulnerabilities with an emphasis on gap closureNavigates the population health funding landscape, including community benefit investment, philanthropy, and government resources Evaluates programs by defining and tracking metrics, monitoring impact, and reporting outcomes Harnesses and reconcile clinical and community-level data to facilitate population health work Develops and maintain a skilled team of individuals with expertise in relevant fields, including, but not limited to, policy, advocacy, care management and health information technology Provides direction to MAHEC leadership on relevant local, state, and federal policies Explores and integrates relevant data systems and data exchanges with cross sector partnersSUPERVISORY

Experience:
Minimum Qualifications.
A Medical Degree or Doctorate degree or terminal degree in a health sciences field, appropriate social science, clinical epidemiology, biostatistics, health services research or other related public health or population health fieldEligible for academic appointment at a Department at UNCAt least ten years of progressive experience within health professional education in a multi-program institution and experience in a leadership roleAn established record of community engagement and senior leadership.
Ability to establish productive relationships and effective stakeholder engagement with colleagues, senior leadership, government officials, community health professionals and leadersStrong written and verbal communication skillsExcellent personnel management skills.
Demonstrated understanding and commitment to equity and inclusion.
